Prior to the COVID-19 public health emergency (PHE), in order for Medicare to reimburse telehealth services, beneficiaries had to be located at an authorized originating site in either a county outside a Metropolitan Statistical Area or a rural Health Professional Shortage Area in a rural census tract.
